-laced letters sent to rebound and a united states senator. the 45-year-old paul curtis is cooperating with authorities. the f.b.i. says both letters were signed by "kc" and contained ricin. >> the wife of an ex-judge has confessed to her role in the death of prosecutors in texas and accused her husband of being the triggerman and is held on $10 million bail and charged in connection with the shooting death of the d.a. and his wife and assistant prosecutor. eric williams has not been charged. >> millions of homeowners struggling with foreclosure are receiving checks to settle a $3.6 billion lawsuit against major banks. however, after all of their struggles, many of the checks bounced. 4.4 million homeowners will receive refunds. a settlement was reached with 13 companies last year. the checks just started going out to homeowners but now many say their banks would not cash them. federal regulators did not identify the problem but they said it has been fixed now and folks can cash the checks. so far, 50,000 homeowners have received payments ranging from $300 to $125,000 each. >> paying c

is coming up that we will be bringing forward in the united states senate in as short a time as this evening. the president is supportive of the process we went through. the president having been in the senate and having seen this process before is very supportive. the president realizes that everybody didn't get what they wanted completely, but it's a product of compromise. we appreciate the president's support, and we believe that that's important as we move forward with the process. the president also agrees that this is the beginning of a process and not the end. we will have hearings, we will have amendments, floor debates. at the end of the day, we will have a bill on the president's desk because all major players that are involved in this issue are now on board, literally every major, whether business or labor and that is a change from the last time we tried this in 2007. questions. >> two more points. we do hope to drop the bill late tonight, and we are working as we speak. and that's very, very important. and one of the things we all agree with is, there ought to be an open process

a magnet that's attracted people to come into the united states illegally in order to access the amnesty plan that they're devising in the senate and they're devising behind closed doors here in the house. now, amnesty, some of them have even tried to define amnesty. i've consistently defined it, mr. speaker. to grant amnesty is to pardon immigration law breakers and reward them with the objective of their crime. that's a pardon and a reward. that's what's in this document, about 1,500 pages that will emerge in a day or so. if we are to pardon and reward and instantly legalize everyone here in the united states, with the exception of those who committed a felony or three misdemeanors, what are we to expect? even with this bill, they would reach out and say to people if you have been deported come back to america and you can sign up under our plan, it is called the r.p.i. plan, it's a little bit bizarre so i didn't get the -- it's the registered provisional immigrant status plan. so this country would offer such a thing to people who have already been adjudicated and sent back to their ho
